IBD 15 - change to Belgium Bid for 2020 4th WCIS

Another Bureau decision has been called for to adjust the entry fee for the forthcoming 2020 Indoor Skydiving World Cup to take account of the increased number of Judges for Indoor Artistic events following a decision made at the 2018 Plenary.
